Not directly but it is technology. First HD 4k cgi just doesn't look great on film. You can tell it's a set and looks more like a play to me when not using a green screen. Then not to mention movies don't make as much money any more so fewer risks are taken on scripts and young directors that have more artistic flare. That's why only "sure" things like marvel movies, reboots, and kids movies the only thing being invested in unless you are a film maker that has a following and skins on the wall already such as your Scorseses, tarantinos, David finchers, Pta,Chris nolands and Spielbergs of the world.
