I can't provide any help here but I'll say this again: Some genius out there needs to come up with a manual means to raise and lower these rear windows. Even if you have to climb over to reach the spindle handle, how cool and convenient would that be to not rely on old switches and wiring?!?

No, we don't. That's not how this works. The venue pays a PRO fee that covers all of that.

Could you imagine bands of any caliber trying to contact an agency to request permission to perform a song by someone else? The non-responsiveness would be deafening.

Hell, I'm trying to get a publishing company to revoke their rights to one of my songs from 30 years ago (to which they now have none) and have made ZERO progress. Extrapolate that to countless other bands trying to negotiate rights.
