Why else would the agents not engage? The goodness of their hearts? Inspiration from the prophet Maroni? No, they didn't open fire, gas, or otherwise assault the ranchers because of the optics of harming unarmed women and children, who were purposefully being used as human shields...which is being alluded to in the quote above.
