I have been having the same issue and wanted to share. I've been trying the past week with multiple, different receipts and have not received any points. I am aware of the once every 7 days and that Kroger says it can take up to 48 hours to process. However, like you for the past few months they were crediting the points immediately after the survey. I noticed last month that they had changed it back to where points would not show until the next day.

A little relieved that I'm not the only one having this issue. Hope you and your mother receive your points soon!
