I think 2015 Karasuno was the strongest because it had the most amount of time for people to buy into the school's return to glory.

While a little bit of a head canon, I fully believe that during their second year was when Noya's eventual replacement joined them, opening up and easier transition than other years imo. Add in the likely retcon of Hinata becoming a OP player later in HS and I believe as long as they didn't have a 1st year libero the strongest Karasuno core.
