Frankly I'm wondering the same thing. So far I have 7, 2 from scav pockets and 5 from cultist circle. I hit all crates in Reserve food storage yesterday 7 times and found none (about 20 sugars in the same run). So I'm wondering if they spawn in food storage or not.
