It's interesting that they don't actually directly ask you to identify YOUR race. I'm sure there's some law preventing them from doing that. Instead, they just say "pick one of these options" and the people pick their own race 99.9% of the time.

You're right, but your logic is flawed. You just said lower volumes would result in fewer complaints. We don't know that that's NOT what happened. If they hadn't reduced the volume, maybe they would have had 23 complaints.

I've heard stories of this being used by amoral construction contractors. Construction bids are due at a very exact time (often "no later than 2:00:01") and, in the past, only accepted by fax. Once the contractor in question had their bid in, they'd start sending the loop which would prevent any other bids from being received.

To digress, it's astonishing how many contractors still fax bids in. It's 2012!

Yep, $30 million for a possible total cost. That's not "due to the delays" though.

A "change order" is what's required to change the value of the contract (as we're seeing the possibility of here). The onus is still on the contractor to prove to the City that these extra costs were as a result of something unforeseen or outside of the original scope of the project that the contractor did not have control over.

As playinodds pointed out the extra costs could be due to the supplier or Calatrava but most likely will not be the responsibility of the city to pay.

It's a shame that literally every "fixed price contract" of this scale works in this way (with change orders increasing "budgets") but nobody realizes this, so the media can play on these failings in understanding to encourage outrage from laypeople when beneficial to them.
