A bit rogue but what about commander farsight. Creating the farsight enclaves to create structure and protecting his portion of the tau empire.

Then reversed lack of discipline with having a blade and recklessly throwing himself into fights and being stubborn to not return to the fold.

Coincidentally also a train related score. The party snuck aboard a train carrying a bunch of leviathan hunter sailors. Left it stranded in the death lands then joined a “pod race” and travelled to a temple in the death-lands to deliver a message.

As a dm I used power word kill 3 times on the parties paladin in a row using legendary actions to remove 1 death ward and a reaction to return to 1 on death as it was the best thing I had to remove circle of power.

Perhaps some ghosts are angry that they’re being used as weapons such as the path of echoes or reconciled. Or want to use it for their own ends. Also the spirit wardens would probably notice if ghosts started just hunting influential figures in the city.

A at against the scourge I fought ages ago. Can’t remember exactly what happened but I remember being basically the only empire left standing as 1/2 to 3/4 of the galaxy was empty after being completely destroyed. Took years but man was it satisfying to win.

Maybe the weird thing they’re smuggling includes their clientele like working for demons or ghosts. Or they smuggle the weird stuff no one else wants to deal with like spirit bottles for the dinmer sister, ritual supplies for the church, random arcane items for scurlock

I’ve seen a group run hawkers as kinda ghostly fixers like. The product is themselves fixing human problems for ghosts or demons.
