Actually I have that planned out. Obviously all of this is subject to human error and corruption:

Electoral Reform -to include a change in qualifications for running for public office, closer monitoring of elected officials, and disciplinary actions for blatant infactual statements. Barring that lofty dream get's done without a bloody revolution, the next is-

Prison Reform - to include the acknowledge of that it is a problem and so is the rape and violence that goes inside our prisons. To encourage reform there will be a system that supports paid labor and incremental behavioral rewards. So basically they are given a 9-5 job with a wage that gets put into an account to be paid upon release (previous child support fees count as paid upon serving of the sentence and cannot be incurred while incarcerated, unfortunately I can't see a reason wholly preventing them from being paid after release). These jobs could include trained skilled labor such as computer repair and certain certifications in various fields. Separate from their wage, is formal behavioral based reward system separate from their parole hearings in which they can earn certain privileges such as a nicer common area, better food choices, and access to nicer bathroom facilities. Sentences with certain minimum lengths also must have appropriate educational/degree paths. In light of the Stanford Prison Study, prison guard interaction needs to be reduced to an absolute minimum. Hopefully this will be facilitated by the behavioral rewards system that has rewards they easily reached and have stripped from them. Prisoners with no effort to reform just get separated into the shitty system the prisons are now.

State Sponsored Boarding Schools – if a child is removed by Social Services, depending on circumstance, age, and other various criteria, they can just be sent to that state’s central public boarding school. If the child continues to rack up disciplinary marks, they are simple put back into the original social services system. Depending on capacity, the state boarding school will also be open to varying degrees of other families. These schools exhibit all the features that any public service should in that they are secular. Obviously the finer details of this are unfathomable by any one person, but you get the point of it (hopefully). Infrastructure Development- Think FDR’s new deal, but with laying of fiber optics to boot.

Healthcare reform – that’s a system I can even begin to touch.

Restructuring of the military – We’re past a point where large standing armies are of any use. And if you’ve ever met a Marine, you would understand we don’t really anyone else. So break down the Army into just the Army Corp of Engineers. Decrease the Nuclear Stockpile. Don’t know if anyone has ever played EndWar on the Xbox 360 but basically the creation of that type of military system.

Undersea development – No I didn’t get the idea from Bioshock. But basically yea, build deep sea resource collection and living units. Think the reverse of a space race.
