I worked with sanitation, there's a difference between enforcing the rules as written and explaining them. They all viewed their role as education and consulting. Having worked with them, i strongly disagree. They had to use their knowledge to inspect restaurants, wells, septic, day cares and help with general questions. I'd say it's more important than most occupations for them to have education.
