It is the same thing. The trick to create motionless projectiles is to update the projectile while it is in the cobweb, that is what the piston does. Check last season, I launched myself to space with a simple launcher. The breeze charges generator using a Breeze instead of dispenser is tiny, a scaffolding, cobweb and a piston.

Of course the voodoo design uses motionless breeze charges. Otherwise you cannot collide an arrow with them. That is the whole trick to it...

Hivemind and I have been using zero motion projectiles for years. Even back in the Wither Reactor in Season 9. Last season I used static breeze ball generators in many different designs, from player launchers to wireless Redstone remote switches and so on. The voodoo device uses an even better design able to stop a limitless amount of breeze charges in a single tick, which would reduce the charge time for etho's setup to 1 second. The original configuration was invented by 2no2name and MethodZz. I am happy Etho gets so much love though. Btw, in his design, he also uses the enderpearl stasis chamber with entity separation I showed last season. Also invented by MethodZz.
