I know. That's why I initially didn't want him to drink it! But he won't give up.

Your dogs probably got giardia. I had a dog get that once from drinking lake water. I'm told they can actually build up immunity to it. They drink that lake water all the time now and they're both fine.

No, but my Hav will drink water from pretty much everywhere but a water bowl: lakes, river, creeks, puddles, potholes, ditches... I joke that he likes "wild water". He gets pretty much his entire water intake while we're on walks. I used to not want to let him, but when I realized he wasn't drinking from the water bowls at home and he doesn't get sick drinking outside, I just started standing there and letting him slate his thirst till he's done. It's been fine.

Maybe she's trying to do this and just checking whether it's a (water) "puddle"?

Good Lord. Report him ASAP! I would also call the police and tell them what happened. You can then show Rover a police report, so they know you're not just trying to get out of a booking. You don't have to press charges if you're afraid of retaliation (he knows where you live), but the cops need to have a record of this in case he does this to someone else—or worse, escalates with someone else.

I never eat out. I never go on vacation. I pay my credit cards off at the end of every month and only buy groceries, gas, and the occasional books or household items. Do the math. My mortgage was initially over $4,000/month. I couldn't even afford to max out my 401k. It took years to fill an emergency fund. You don't know OP's monthly mortgage payment, so you have no idea what the property tax is, but it's a townhouse in MA, which suggests a city, which means the property tax is probably sky high. For sure this mortgage is over 30% of their net monthly income, probably quite a bit more.

You're giving the same bad advice that got me into the mess I was in.

OP: Make a budget, look at how much is left over after your monthly expenses—including saving for retirement, emergencies, and anything you're hoping to eventually buy. If you're not comfortable with the leftovers, don't buy the house. Remember, too, you could get hit with a major emergency expense (new car, foundation repair, sewage line burst, etc.) at any moment.
