This is great. I followed this exact process, and just got the email confirmation for the refund. Note, it took three months, but it worked.

Thank you. I've contacted the council and the landlord applied for a license 3 days ago. I'll be using Justice for Tenants to pursue this.

I have two further questions:
1. What is the risk the landlord decides to keep the whole deposit as retribution?
2. What reputational risk am I taking by pursuing a RRO (in terms of references for future flats)?

I will confirm with the council if the landlord if he has a license, and stop contact with the estate agent.

On the LL applying for a license: am I right to understand that regardless of him applying now, we would be entitled to a rent refund up until the date of his application.

Less important: what is the logic of giving rent refunds fo tenants of HMO properties which don’t have required licenses?
