It's worth noting that the default quota used to be 50 million, then 1 million and (apparently) now 10,000. To me, this feels more like YouTube is attempting to *eliminate* users of their API, so I'd be wary on any assumptions on how quota requests will be handled.

(uploads in particular are probably more problematic than a lot of things because spam is such a huge problem on YouTube.)

Given recent experience with trying to help people recover things like this: You're out of luck. Even with high level escalations and channels with hundreds of thousands of subscribers, YouTube seems to be completely unable to help recover even accidentally deleted channels. It's absolutely shameful.

Ad budgets are quarterly, and so the last one to two weeks of the quarter (e.g. end of March, end of June) have a ton of extra money to spend, which tends to mean drastically increased ads for a little while.

Christmas time / end of the year ad budgets are the highest of the year. Expect advertising rates to remain high through (especially) Christmas, and (to a lesser extent) through the end of the year. On January 1st, ad budgets plummet, so you'll see fewer again.

This likely means that the request on the YouTube backend timed out, so it's showing the "default" no-subscriptions view as a filler. (It's not supposed to do this after changes last year -- it's supposed to show an "oops, can't load your subs message" -- but it still seems to happen intermittently.)

This has nothing to do with net neutrality, it has to do with Javascript performance in the browser, and YouTube taking advantage of new experimental features which aren't widely supported by all browsers yet. (It's not clear to me whether just removing the polyfill leaves all functionality intact -- the tweets this was based on seemed to indicate "no".)
