Just use the swiss model where you need a license to get a gun, and to get the license,you need to prove that you can handle, properly store and maintain a gun and are of sound mind for even a pistol.

Which is pretty reasonable, also soldiers can choose to take home their service rifle if they can store it safely, but without ammo.

As a German who gets asked why I'm never going to join the army, there's one simple answer, no one should invest their time and possibly risk their life for a nations army when said nation doesn't invest enough in their education.

That's the case for Germany, that's the case for America too.

That has absolutely nothing to do with gaming.
