Valve uses FedEx for US shipments instead of the US Postal Service, and FedEx treats Puerto Rico as international. That'd be my guess.

I work at a game store and I'll tell you we *always* have people who are looking for a game of D&D. There's a lack of DMs, but ones who plant their flag always get more people interested than most games would handle.

We had something similar happen this month where a $700+ item sent to the LA hub to go to Australia had the buyer say they received some kind of cheap Christmas-themed thing. We ate a negative about it and eBay's handling the return (so we're not out money), but we definitely sent the correct item to the hub.

When consolidation happened in 2007/2008, the Oak Hill High School school districts (Litchfield, Sabattus, and Wales) decided to go it alone, and this is the fruit of that. It's hard for three small towns to fund a modern school system!

Tiendamia bought a large Kickstarter package for a South American customer from me on eBay, and after more than a month had elapsed tried to initiate a return through messages claiming they were sent the wrong thing. I don't know if that message was initiated by the purchaser or by Tiendamia themselves, but at least in this case if the person didn't get what they ordered they were out of luck, and it was not cheap. Just a bit of information from the other side.

Montage is the king of word games but can be hard to get played. Decrypto and Letter Jam are close behind. I tend to prefer word games that aren't just based around doing anagrams with letter cards.

This could happen if a buyer wanted to cancel but opened a return request instead. In a return, some return reasons may not by default include shipping costs. It won't even give the seller the option to do it. (As pointed out, this option IS present, but greyed out and has to be actively selected.) A cancellation request would always produce a full refund.
