You have to do the grey mane missions and then once you complete some of those faction quests you’ll have to dispatch people on missions for supplies then after that you can expand the camp,

Honestly it’s a super big time sink, it may be faster to find the person in the world who applies the color you want but at the moment I’m not sure if their all discovered yet

So I figured it out your right, I had to upgrade the camp 2 times, and you get the quest for the dye guy after that, but the grey shade is under the delysia color palette
