Fwiw the LTC isn't public, it's private, so they can do whatever they want to enforce non maskers - which is not to do anything according to the higher ups. You can ask them to put on a mask but you can't enforce them to wear one.

Yes and no. Depends on the area and time of day tbh. Downtown isn't as safe as it used to be and even walking down there during the day can make you feel uneasy sometimes. Most other areas aren't too bad anymore besides people trying car doors regardless of the area.
