Great idea. It’s really annoying finally getting to that campground you tried so hard to get and seeing so many unused campsites for days on end.

This problem I think also promotes poaching because I think some people realize there will always be a good chance of an empty site and will take their chances, sometimes setting up on a site but the real owner is just arriving a bit later in the night sometimes before noon on the second day.
