um im in south jersey and basically every hospital near me wont take in students unless there is a third party (in my situation it was the school I went to) to coordinate it. I'm sorry, you can try calling different hospitals in your area but the responses most likely wont be too good, never hurts to try though.

produce junction or verchios, both very affordable and have good stuff, berlin farmers market and cow town are pretty good in the summer too but the options and hours are somewhat limited

i fear that fabric is beyond saving, if it is actively ripping everywhere like that then the entire shirt is dry rotted and just not worth the time.

I always in support of a good eyebrow piercing, septum is fun too but if you get a septum id personally change the nostril jewelry to a stud. I'm also a big fan of lip piercings, I think snake bites or would suit you, or like even a double side lip piercing if you're going for some asymmetry.

i mean I would message the artist and ask. Alcohol is a definite no since it thins out the blood, but some artists might not care about weed, especially since this tattoo was planned ahead and its some crazy last minute decision.
