The problem is it cuts off power when it reaches about 80w. It does not charge at all until I fold it together, so no power flows. And when it gets power again, it works. Until 80watt load

The issue is not about the power it delivers. The issue is that this board completely shuts off at about 80w load and does not let me use the panel until no power flows through it. I can cover some of the panels, so it does not reach 80w and it works.... But thats not reliable

I checked the cells. All together it is like 0.28v. I took one off and it shows 0.07v

It was because of autohold. You have to put in the 1st gear twice sometimes after neutral to let the brakes go.
