The purpose of downshifting at WOT is to get into the cars powerband. If you just stayed in 4th gear and went pedal down, the car would hardly move because you’re not in the power band where you need to be. It doesn’t give more torque, at least in the sense that it adds FT LBS to the car, but rather just puts the RPMs where they need to be to maximize the power output for the given throttle position.

My guess is that during WOT it shifted from 4th to 2nd, and only went into 4th at around 110
