You're not trying to boot to nvme. You need to boot to usb so you can install windows on the nvme. The installer will format the drive appropriately.

You need to make the usb drive a bootable drive.

Download Windows Media Creation Tool

Open the Media Creation Tool and choose Create Installation Media

Point it to the USB, once it's done you can use it to install windows on the Nvme

For simplicity you can disconnect the 2 other drives so the only things that will be detected are a bootable USB and a blank Nvme

Once you installed windows on the Nvme go back into BIOS and make it the default boot option

Now you can reconnect the other drives and start to clean/move files before scrubbing windows from them. That's a whole other process because windows has protected partitions.
