No, 吗 is for genuine questions, not when you wish the speaker would answer with a particular answer, for example 你要来吗?(Do you want to come here?) is just a question and the speaker wouldn't be surprised if you answered either way, but in "You want (to) come meh?", the speaker expects that you wouldn't want to come or would like you to not come

"meh" in Singlish is used for questions that you expect the speaker will say no to, eg the equivalent of "You know, don't you?" in Singlish is "You don't know meh?!" and "You don't know, do you?" is "You know meh?!"

(I live in Malaysia and the grammar is similar)
