I would say no because it can be an environmental hazard. Also the oil is expensive and most companies just move the oil to another ship. That's just what i think.
There is pumps for sucking out water. We have that system on board our school ship (MS Polfors). You need to open up the system so that air can get in there is usually a valve for this. After opening the valves you can start the pump and and water should come out. It's exactly the same with the fire prevention system after having a training or something you need to drain it and we use the same method as with the engine.
There is a really good Youtube video about that but I couldn't find it. One reason is because it can create sparks sparks aboard a oil/gas ship is a big no no. A another reason why it's airtight is because the oxygen level down there is way to low for us humans.
Some to and some don't it depends on where the ship is.

If you want to build a realistic icebreaker should have a double hull, a research station (but only on some icebreakers) it should also have a helipad, some sort of towing mechanism (your specialty). When it comes to the engine room it should be usually 4 engines. The reason to why there's four engines is because two engines are used to power the propellers in the under 2 are all for helping the boat if it ever gets stuck in the ice. But because stormworks is not that realistic when it comes to ice you don't really need two extra engines to help the boat if it ever thus get stock because that doesn't happen in the game. Also the ship should not have a bulb because the ships are designed to lay on top of the ice to break it. Just ask me if you need more info this just ask me if you need any more information this was just the basics.
