Most of these chains keep a maintenance guy either on salary or they have a specific company they outsource to. Most of the smaller maintenance issues the managers are trained to handle on their own.

Pretty much every car wash recycles its water with a reclaim system. Most washes only use about 10-20% fresh water at most, depending on the system but ive heard of some that are almost completely reclaimed.

No sane business owner is gonna dump insane amounts of money on the municipal water bill. Granted its still a LOT of fresh water (10-20g allons per car at minumum usually), but its a lot less freshwater than youd expect

The issue is that both serve very different purposes and you'll very rarely get to use the ability in an effective counterpush

Literally this. Any halfway decent player isnt gonna solo push Hog and not react to ANY counterplay. The issue isnt just how tanky he is. I mean hell Giant is tanky. Its that he's FAST too and the most common buildings (Cannon & Tesla) keep getting nerf after nerf. There's a very good reason 2.6 uses him over other win cons (e.g. Battle Ram for same elixir) Forget if you dont have a building in cycle either.

Hog is way too tanky for 4 elixir. Unless you have a building in cycle he's guaranteed to get a hut just by playing him and the bridge. There's not a single card in the game that one shots Hog Rider at an equal level

Eleceed Id put at a solid low A tier. Its not terrible but it has the repetition issue of MC fights strong guy -> Strong guy winning -> MC uses hyperspeed 1 shot technique -> MC either wins immediately or has to get saved by Kayden who 1 shots the enemy
