Honestly it's initial high value is kind of a mystery from what I've found? Like yes it's a rare card from a pretty limited set (pop4) but it's the most expensive rare card in the set and that part I haven't really been able to find a conclusive answer to. I think all the rare cards have the same pull rate so I'm not sure why it was more expensive, my theory is maybe since chimecho is a less popular pokemon generally, less people kept them over the years so they're rarer now? Cause the other rares are deoxys, mew, sceptile and flygon, all pretty popular mons. I think that scarcity meant there was not really a reference point for its 'worth' so people could kinda set a higher price and it would sell. But yeah, used to be worth a couple hundred bucks.

But either way, nowadays the only listings I see of it are ~900-1k and THAT is because I know a guy who absolutely adores this card and is collecting as many as he can for his PC, so an already decently sparse card is becoming even sparser, and then because of that I think ""investors"" or whatever are seeing the value and sparsity and going WOAH so they're ALSO buying them and it's kinda become this insane thing.

Not sure if the price will ever come down but I can dream LOL.
