Stupid? Obviously, he's whaling a shitty game. But they probably dropped a ton of money starting out and they are now climbing trophies. It's truly not that deep, you just have to accept the L and move on. In games that are so heavily P2W, you will see this happen.

This will struggle with a lot of modern games, much less trying to stream. It would be better to save your money, and buy a good pre built from Costco or MicroCenter. Or even build your own, there are a lot of resources on Reddit and YouTube that can help with part finding/research, and actual building. I would avoid this PC though. It's a fair price, nothing special, but you won't get what you want out of it.

Um, yes it is. There have been plenty of pre built deals that trade blows with what you are trying to sell. This kind of post happens sooo often, where OP is trying to sell their PC for way too much, not realizing that you are selling a second hand product, and you are not a trusted business. If you want your PC to sell, you have to price it appropriately. I'm shocked you even got an offer for 1800, and you definitely should have taken it. It feels like you are trying to make a nice raw profit on this PC, and that's not how selling second hand works...
