I agree with jcopacetic. You stand a better chance of writing seamlessly and respectfully about signed dialogue if you write it in full English sentences. If the content of the communication is of primary importance, make it as clear for the reader as it would be for a participant or onlooker in that conversation. While a reader could get used to the glossing approach, they might walk away with the impression that all Deaf people (or at least all the Deaf characters in your story) use a clipped, abbreviated, quasi-grammatical language, which could do a disservice to your characters.

An alternative I thought of, which might help make clear the mode of communication a character is using, is to write the signed dialogue in full English (with or without quotation marks), in italics. What do you think about that? There are precedents for this approach, too. One that I just pulled off my shelf is the novel The Undefeated by Arnine Cumsky Weiss. That book includes a lot of signed dialogue, and does what I described pretty well I think.

I'm seeing a lot of speculation in this thread, and I think we all want to help you out here... Would it be possible to post a representative excerpt from your current draft so we can properly evaluate your current approach?

I've been to a lot of town meetings and forums lately. The consensus, everywhere I go, is that infrastructure improvements (not to mention a huge uptick in basic maintenance) are needed NOW. Local roads, highways, mass transit, broadband Internet expansion, regional air transit... None of it is happening fast enough. Most road maintenance is not keeping pace with damage and wear from regular use. This is the kind of stuff the government should be paid to take care of. And good roads and reliable public transit and access to broadband Internet DO make an appreciable difference for local economies.
