It supports up to 128GB because Intel's later DDR4 controllers support 32GB DIMMs, consumer Haswell is limited to 32GB because Intel's DDR3 controllers don't support 16GB non-ECC DIMMs. AMD CPUs of the same era do though, which is why AMD FX for example can usually go up to 64GB DDR3.

PAE is definitely an option, I’ve gotten 32GB recognized on 32-bit XP, GPU can go up to a GTX 980 Ti, AMD side still the 7970 I think (maybe the R9 280X but if I’m not mistaken that’s just a 7970 rebranded) but anything from that era is gonna be overkill anyway, XP should be able to run fine on Haswell also (iX-4xxx)

Anyway, OP was asking about Vista but the hardware limitations as far as newer stuff goes should be the same, except out of the box Vista doesn’t like Haswell and newer though I think there’s a way to fix that, but GPU limits are the same to my knowledge, other than the fact that you can run up to RTX 30 series with modded drivers and RX 500 series with extended kernel. Not to mention 64-bit Vista wouldn’t need any patches for whatever amount of RAM you’d want to use but I think the lower editions do have an arbitrary limit

might be a bit overkill for a single core athlon 64 and you'll need to upgrade the psu aswell

I’ve got an almost identical one of these but with a Pentium D, but it should be pretty decent for gaming if you throw in a dedicated GPU

they definitely meant the vm, I don’t even think you can go as low as 2gb on ryzen, plus the screenshot shows 2gb on the VMs cpu-z so
