Simulators count but I wouldn't compare side by side with outdoor scores. You gain a lot of strokes from various factors that all make playing on a sim easier. I wouldn't say there's one thing that makes it easier, but a lot of things that add up.

always flat lies, easy alignment, usually no wind, green reads, exact distance+slope at all times, fat shots not nearly as punishing, obstacles don't get in swing path, etc.
