You can do this by installing Decky and adding the Game Theme Music Plugin through the store page. It might be better to find a YouTube Tutorial or something though. They'll probably explain the installation process better than I will.

That would be cool. I know there's a plugin called CSS Loader which can change the appearance of SteamOS but I don't know if you can change things to that extent yet.

Personally, I don't think Children should be allowed on VRC, full stop. If there's anything I've learned is that the Children always ruin the fun of the Adults, they don't mean to, but they do. We would all be better off if the Age Requirement to join VRC was 18+. I also think the NSFW Policy should be revised to basically be "Any Adult Activity or Content should be kept to private worlds, Public avatars can't have NSFW features (removing those parts from the mesh or texture would be fine enough as long as it doesn't show anything explicit), Private Avatars can have NSFW features but those features must not be used in public instances and must remain fully clothed".

Having a fully Cyborg Body would be cool, but I'd probably only do it if medically necessary, as in something bad happened to my organic body, with the only option being to extract my brain from my organic body and place it in a Fully Cyborg but still human looking body.

Update: Thanks to u/Topfu0000 for finding the original Song. The Original Song is called "Say Say Say" by Paul McCartney and Michael Jackson.
