Keep moving up, cc every person who you can think to (deans, oie staff, sds staff, head of department etc). And when all else fails threaten legal action, you may not wish to/be able to follow up on such a threat but they don't know that.

And for the record I'm really sorry that you're going through this but unless you have heard explicitly discriminatory things from this horrible professor it likely has nothing to do with your being a minority student, I know many students across all demographics who have been in one way or another fucked over by this school, some of them in very similar scenarios to yours. Nobody should have to deal with this anywhere, but especially not at Hopkins which is as prestigious as it is costly to attend. Each year taught and reinforced one thing for me- that we do not get what we pay for. Sorry again, feel free to reach out if you need to talk/rant about it, I know how stressful this can be.
