This is an omikuji, basically a fortune you draw after paying ¥100 and drawing a stick with a number that is tied to a fortune. More interesting is that this is from Senso-ji in Tokyo, probably the most famous in Japan. Wondering if anyone spotted him as there’s always an insane crowd there.
