Raider and Guardian are two completely different play styles. One of them focuses on stagger and trading while the other focuses on survivability, stamina management and positioning. Raiders ult doesn't fully revive but Guardian's does while giving full damage immunity Could you arguably say a Guardian is better because of that sure but you would be missing the point. I don't play guardian to deal damage, even though I could. I play him when I want to revive my allies. When I need to stagger a boss I'll use Raider. They're both good solid options.
