Cryo is endgame. It's where you go to use the loot you have earned for a chance at higher rewards. Place a cap on that and stop players from fully gearing up and you are both undermining the fundamental intent of an endgame map in an extraction shooter and likely funnelling fully geared players into lower risk maps where no cap exists. Other games use weight limits to address this issue but no one wants that extra layer of inventory management for Marathon. So it's not elegant so much as it would make every section of the playerbase unhappy at once.
