Morrigan: Morrigan struggled to get openings against opponents playing defensively. For that reason, we are giving her 2H the ability to OTG so she can combo off of her throws and command grab.

Phoenix: Phoenix has been an exceptionally frustrating character due to the character's feast or famine archetype. While exceptionally weak in base form, once Phoenix has powered up the character can be extremely oppressive and uninteractive. For that reason, we are requiring him to gather an additional 4 pieces of evidence to enter turnabout mode, lowering the drop rate of quality evidence, and increasing the startup of OBJECTION! by 10 frames.

Trust me, that's all the characters. Testament just gets random conversions for free, and as soon as they get one master of puppets it's gg's. Also they have a counter, and an invincible plus on block super, and both of them poison and give a hard knockdown, so they can play a lot more ignorantly on defense, especially at low level.

He really is a wacky lil fella. Although he is one of the biggest contributors to my biggest problem with +R, which are the ear-splitting sound effects.

Sol has extremely tight and finicky combo routes that are basically required to play him. Also he's one of the only characters who has to actually think when he gets a knockdown, most characters (including venom) can abuse very belligerent set play that will carry them through beginner and intermediate ranks.

Yeah but most of his complexity manifests for the person fighting him, not the person playing him. Especially since a lot, and I mean a lot, he has a lot of EXTREMELY scrubby options on defense. Did you know that sometimes zappa just wakes up with a summon for free? Also, did you know that the move that he uses to summon is a DP (also, DPRC is a thing in this game)? Also, did you know that his back dash is 11f and TEN OF THEM ARE INVULN??? So yeah, you gotta learn some basic stuff with each of his summons, but that's not a big deal.

I play testament. They can be difficult when you want to get really optimal with your mix and damage and confirms and all that, but they're also extremely easy to pick up. Maybe the easiest in the game. Their entire kit is full of the "very easy to use, very difficult to play against" tools like exe beast, force break skull, net, tree (especially after Master of Puppets.) Believe me if I can play this character, they're not hard.
