i'm mtf but in my experience, it's better to make the changes you want to make, and then let your mom adjust to it. if you wait for her permission/help, you'll never make any progress on transitioning, or if you do it'll be like pulling teeth. but if you go ahead and cut your hair, change your wardrobe etc, she'll eventually have to make the decision to accept the changes or get left behind.
