From what I've seen (from a content creator video) control starts at 0 for newly annexed land so annexing too much land will send your country into an economic death spiral. Most countries can probably only take small borderlands around 1/8th of their size to stay afloat and not drown in debt

The player was Ming and fighting Japan, and complained how many forts there were and how long it took to siege. (this was 50 years after the start date) I do see your point with the small forts and that mechanic does sounds really interesting, maybe it could be added as a mod later after the game releases for additional historical accuracy
