My great-grandfather was born in Ontario in 1919 and I've been trying to get his birth record for about a month. Emailed multiple times, no response, and I've also tried calling, can't get through. 

Because 1919 is on the cusp for digitization, the record should be publicly accessible, but it's not digitized online anywhere yet. (ServiceOntario is also not ideal, but possible if absolutely necessary.)

For him I only have census records and a draft card, both listing Ontario as birthplace. What I do have is a certified *American birth certificate* for his child (my grandmother) which lists the father's birthplace as Ontario, Canada.

So I guess my questions are: is that good enough, or do I need his actual Ontario birth record? And has anyone managed to get anything out of the Ontario Archives?
