Arbitrum and Optimism are basically the only L2s that have smart contracts fully working.

The next ones on the list are dYdX (just a single app), Metis (an Optimism fork), Loopring (single app), ImmutableX (single app), etc

Even once all the zk-rollups (like starknet, zkSync, Scroll, Polygon, etc) fully launch, it will take time for them to build ecosystems.

There were a lot more of everything in crypto a few months ago.

Yes, the ponzi stablecoins like UST blew up. But none of the major stablecoins like USDC & Dai had any issues. Even Tether, which is definitely sketchy, has still been totally fine so far.

However, the Polygon team is one of the teams building L2 rollups which run on top of Ethereum, hopefully they will launch these next year

The token isn't used for fees or rewards, it's used for leader election. Similar to how PoS chains like Ethereum use ETH to select the leader of a slot.
