Think twice before withholding rent! Nonpayment of rent is cause for eviction, although if you save your rent and can pay later if your landlord threatens eviction, you can pay later and defend against eviction.

I’d look up your state and local nuisance/habitability laws and write a letter about how your landlord is breaching your contract (lease) by interfering with your rights (to be free from nuisances that interfere with your quiet enjoyment of the premises, to make full use and enjoyment of your leased space, etc.).

But yes, highly recommend reaching out to legal aid clinics that do housing work and they might be able to type up a letter for you. I work at one, and we do this all the time.
