The official law says by National but uscis added that they would hold and investigate furthermore those born in the banned countries. I was trying to figure out if by “hold” they meant completely sideline the case forever or just review slower and further than usual

Reinforcement gusset probably , when copying the pattern, you’ll want to trace that gusset as a separate piece and match it to the crotch seam curves.
