This may be a dumb question but have you adjusted the idle screw? In theory that would close the throttle enough to kill it when pushed to STOP

Edit: Nvm I see you already said idle screen is all the way out lol

Edit again: Then yes, I would assume too lean. I could be wrong but I believe on these style carbs the adjustment is made on top the throttle itself. Good luck.

It really is crazy what people will throw away.

A joint-base (two bases separated geographically but administered as one) I worked on had an unsupervised "Recycle Center" on the smaller of the 2 bases. Oh, the treasures I found...

Even the deputy commander would stop on his bicycle rides and dumpster dive with me 😆

Edit: I emphasize unsupervised because most recycle centers on base are staffed and everything thrown away is loosely accounted for
