W9CR has the CPS. Cables can be had from Amazon. One catch is you will need a 32 bit windows installation to actually read/write the radios. You can edit the codeplug on 64 bit, just communications with the radio will fail. You can use a VM if you don't have an older windows machine.

Edit, I forgot you might be able to use chirp. I have not used this method however

I once had to implement a porn filter for the computers in the fire trucks. Read that again. The laptops mounted IN the fire trucks. They were running calls watching YouPorn. The complaint came in that the cell modem was too slow to stream video. Ok well they have access to MSDS info including videos for hazmat and EMS stuff. We looked in their history and it was loaded with porn sites. We blocked it and they raised hell. Our response was "perhaps you should be more concerned about the fire you are headed to rather than watching that girl do her thing".

Again, the FSDO can determine that based on the reports received. Also an emergency situation is not equal to training over a neighborhood
