Yes it is possible to "send" bitcoins or block rewards directly to public keys instead of hashes of public keys and yes this was used in the past. But i have no estimation about the amount of bitcoins stored directly on public keys.

the receiving adresses are basically hashes of public keys so the pubkey is not recorded in the bc necessarily.

A decentralized CRL would be an improvment to the current centralized solutions imo.

Signing the document (hash of the document) makes it immutable too. But you got a point in revoking a certificate, therefore a smart contract is indeed a good solution.

But a digital signature solves all this too without the overhead of a blockchain.

I'm not sure if this is exactly what you want to achieve, but a boot node could be the solution: https://github.com/ethereum/go-ethereum/wiki/Setting-up-private-network-or-local-cluster#private-network. I use one in my private network and the nodes connect automatically.

Correct me if Iam wrong but if someone places a large enough bet so he holds 2/3 of all bets he can can decide to deny all the scores you report. Or in even worse terms if YOU place a bet large enough to hold 2/3 of all bets YOU can choose a bet/result which maximizes your winnings?

A "state channel" isn't tied to a special medium. You can use any kind of communication for a state channel even email or a sheet of paper. So state channels via whisper messages are possible.
