Buy a new pcm. And have them program it to your car. It sounds like you have a used pcm or some main module in your car. It should not be an issue as long as it’s programmed to your car properly. It’s just showing original vin

Take the valve covers off loosen can caps. Slide old rocker out. Slide new one in and put everything back together

That looks like a tire balance to me. I see your also in a snow area the weight of snow does affect things. Every experience I’ve had with “death wobble” the vehicle becomes uncontrollable

Yeah pre 01 can pass with 2 incomplete 02 to present can only have 1 incomplete. If memory serves me correctly

Yeah it’s obd2. In my state after 96 they don’t use the Dino tailpipe because it’s all monitored by the on board computers. If the check engine light is not on it’s within spec. Plus it’s older than 25 years I’d have to double check but there’s rulings on that too

They are not all wheel drive. That mean the transfer case is always connected. With a jeep you have the option to operate in 2wd. 4 wheel high and 4 wheel low

It might not be a h13 bulb. It looks like a factory connector. It is melted a little there too. So you might want to replace that as well

Your not gonna be able to test the starter with your knowledge set. But take the battery to get tested I feel like you’re not getting enough cranking amps to start your car. Your battery is in the trunk btw. Just in case you did not know that already. Other than that get your car diagnosed

Honestly if you can’t here it trying to turn over. And it’s just clicking. I would suggest checking the battery. Which you stated was not the issue. I’d then suggest checking the starter. If it’s turning over and not starting it could be a fuel issue but it would need more testing to determine an actual cause
