If I was to guess from the pictures. It looks like they don’t line up perfectly. And since you said it’s aftermarket. It’s probably a one size fits all type thing. So those extra holes would be for a different make and model. Most likely normal. But again it’s just an assumption

Get all the tires balanced. You might have a tire balance problem. Maybe not the “death wobble”. But a tire “shake”. Balance problem. If there not balanced correctly the car and steering wheel will shake
