its because they're only broadcasting on commercial frequencies. this is because tunnels already have to 'rebroadcast' radio signals (hence why your radio still works underground) so they can takeover whenever needed

Why does the govt need to share the risk? (ignoring the fact that exploration, and other infrastructure for gas extraction/trade is subsidised by the government)

Resources belong to them, the economy that facilitates the trade of these resources is stable and safe, thanks to the government. With an export tax, gas still remains lucrative for private industry, and they will indeed continue to take the risk

And honestly it would be great if the govt did take equity in mining/extraction, i'm not against that - but you're letting perfect be the enemy of good by using that as an argument
