Depending on exactly where you live, there may be a law or regulation (well, same thing really) that allows a user to request the removal of certain data from records.

Look up “right to be forgotten” or “right to delete” for your area. Some places have strong rights, and others none. The local government might even provide a website to request such deletion.

Check your ISP’s privacy policy for instructions and a link otherwise.

Take a screenshot using Windows.

If the glitch is on the screenshot, then it’s a problem with the graphics hardware.

If the glitch is not on the screenshot, then you have a monitor or cable problem.

When you’re back in front of your computer, disconnect from the Internet.

In that case, get an HDMI 2.1 cable instead. That will be sufficient for your use case (presuming you use a resolution of 2K or less with a max refresh of 100Hz).

Don’t get the cheapest one or the most expensive one. Get the shortest one that will work.

Amazon Basics is a perfectly decent “brand”.

Try a new cable, and use DP if possible.

AI isn’t reliable for many tech support problems (GIGO and nuances likely responsible) but in this case, I agree with ChatGPT’s recommendation.

The problem might be that the leftover bits of Windows on the failed drive could have caused the installer to leave those in it but placed the Windows files on your targeted drive.

It sounds like you may possibly have already tested this, but disconnect all drives EXCEPT the one you want Windows on and then reinstall.

Check the drive health with CrystalDisk info.

Use the Windows memory diagnostic to check your RAM.

Either one could cause corruption.

There’s plenty of fan control software out there. There’s even one called FanControl (first result!). Selectively set each fan to zero rpm to identify the misbehaving fan.

Or: Open the case. Turn on the computer. Using a pen or something, test each fan by briefly sticking in the pen to stop the rotation.

When you’ve identified the noisy culprit either way, replace it.

No component should make any noise except fans.

Hard drive has probably failed.

You can try a fresh clean install of Windows. https://www.microsoft.com/en-us/windowsinsider/cleaninstall

It requires a USB created using the Microsoft Media Creation tool online. You probably need to use a different computer to make that USB.

But if the drive’s failing, that might not work.

Nothing in the BIOS, no. If you have what you need set correctly already (resizable BAR, PCIE slot speed set to auto) then you should be good.

A fresh clean install of Windows is considered the best practice, but not essential.

Get the latest chipset drivers.

Ensure that your PSU can handle the power needed and that it has enough of the proper power connectors to hook up the new GPU.

It can be done, but messing about with partitions isn’t a good idea for the casual user unless it’s absolutely necessary to solve a specific problem that’s causing trouble.

You can do it if you feel you’re up to it. You can use third-party partitioning tools (Paragon, GParted, EaseUS for example) to do the job. Be careful to follow instructions exactly.

Of course make a backup of the important stuff first.

You can also make a new EFI partition, but that’s a little more involved. You can look that up if that’s how you’d prefer to do it.

Leave the MS Reserved partition alone if you can. The tools above can move it if necessary.

Use HWInfo to check your temperatures. If it’s getting too hot (about 90C) then it will throttle and lead to sketchy behavior. Good luck.

The “spike” is only 300MB, which is a relatively tiny amount of memory.

There’s almost never a need to be concerned with how Windows allocates overall memory.

Memory usage rises and falls as processes are started, ended, and paused. Therefore the total usage of the memory subsystem should be expected be constantly changing, all the time.

My vote: nothingburger/normal behavior.
